The Civil Guard has its focus on the public money of the Andalusian Government which, according to investigators suspect, ended up increasing the private businesses of former collaborators of Luis Rubiales and the former president of the Royal Spanish Football Federation (RFEF). This circumstance, detailed in the summary of the case revealed on Wednesday, adds political dynamite in the most complicated week that Juan Manuel Moreno’s Executive can remember.
In a UCO report contained in the summary of the case, to which this media has had access, the economic relations between the RFEF, the construction company and contractor Gruconsa (in which the brother of a close collaborator of Rubiales was a director) are detailed. ) and Dismatec Sport, a company linked to Francisco Javier Martín Alcaide, Nene, a close friend of the former president of the RFEF. This company, whose main source of income is billing to Gruconsa (53.36% of the total), is one of the main partners of the GRX company, “in which different directors/collaborators of the RFEF participate,” according to the researchers. .
The ultimate provider of the funds would have been the Junta de Andalucía, through sponsorship contracts and reform agreements. “The year 2021 was the most lucrative year both in the relationship between Gruconsa and the RFEF, and between the construction company and Dismatec. This notable increase in turnover has its origin in a series of agreements signed between the RFEF and the Junta de Andalucía for the holding of different tournaments and matches in Andalusian stadiums, mainly in the Cartuja stadium in Seville, from which were derived contracting of goods and services to Gruconsa”, reads the UCO report.
The agents point to three agreements between the then Ministry of Education and Sports and the RFEF for the celebration of the 2021 Super Cup (semifinals in Malaga and Córdoba, final in Seville), 24 national team matches of various categories between 2021 and 2024 and final of the 2020, 2021, 2022 and 2023 Copa del Rey finals in Seville. The three agreements involved the delivery of public funds to adapt the stadiums and as sponsorships to the RFEF, which had to assume “all the expenses and responsibilities” derived from the celebration of the matches and cover the “ephemeral works related to the image.” of the Federation, the sponsors or the parties, having the possibility of “contracting with third parties at their free discretion.”
According to the UCO, 2,570,000 euros ended up in Gruconsa, which also received 900,000 euros for the works to adapt the Cartuja to the requirements of Euro 2020 (contested in 2021 due to the coronavirus and which hosted four matches).
In total, Gruconsa received 3,671,030 euros from the RFEF and the Cartuja stadium between May 31 and November 12, 2021. For its part, Dismatec received 530,000 euros from Gruconsa. All these funds came, directly or indirectly, from the Junta de Andalucía.
Works in seven days for the Cartuja
These agreements involved the total disbursement of 14 million euros of public money from the Andalusian budget, supposedly destined for the adaptation of the stadiums (with several successful bidders, not just Gruconsa) and the sponsorship of the team in its matches in Andalusia. 9,615,000 euros was the cost of the three agreements (Copa del Rey, Super Cup and lower categories) and, as this media revealed, 4.9 million euros were extracted from the allocation destined for nursery schools and channeled to works. in La Cartuja in order to prepare it for the 2020 Euro Cup, after subsidizing the company La Cartuja, a public company owned 40% by the Junta de Andalucía (Ministry of Tourism), State Heritage (25%), City Council and Provincial Council of Seville (13% each), Real Betis and Sevilla FC.
Until now, when the summary was revealed, it was known that from the emergency works to adapt the Cartuja to UEFA requirements for the Euro Cup, 900,000 euros went to the construction company Gruconsa, where Ángel González worked as a manager. Segura, brother of Pedro González Segura, legal advisor to the RFEF and partner of Rubiales in GRX. All the adaptation works, 28 in total, were awarded in 15 days and were executed in seven in the case of the two assigned to Gruconsa, as they had to be ready before the competition began, on June 21. In total, getting the stadium ready required an investment of 4.9 million, despite the fact that it had hosted a Copa del Rey final months before and various preparatory matches for the national team.
In all those contracts, the “minimum” contracting procedure was articulated, negotiated and without publicity. The Ministry of Tourism has insisted for days that the procedures were in public concurrence, but the awards are listed on the website of the public management company of the Cartuja, and no document other than the award to each of the winning companies. That is, no offers from other companies.
The “technical advice” of the RFEF
Another fact that adds mystery to the awards is the supposed existence of a technical advisory agreement between the RFEF and the Estadio la Cartuja company, whose theoretical purpose was to establish the guidelines for the adaptation works to adjust them to UEFA criteria. For three years a journalist has been asking for it, first before the Ministry of Tourism (as the majority partner of Estadio la Cartuja) and then before this company itself, which refused to hand it over due to the demand of the RFEF, according to sources from the Transparency Council .
This body ruled in favor of the journalist, and although the RFEF challenged the resolution before a contentious-administrative court, it was ordered to deliver the document to the individual, who recently received it. In the last 15 days this media has tried to obtain the document by repeatedly requesting it from the regional administration, which has it, but has not provided it.
Now, the judge of the Court of First Instance and Instruction number 4 of Majadahonda (Madrid), who is investigating the Rubiales case, has issued an order in which she requires documentation from several law firms, entities and companies, including the Andalusian Tourism Department. , to deliver everything related to the agreements with the RFEF for the celebration of the Spanish Super Cup for the 2021/2022 season, for the dispute in that autonomous community of 24 matches of the Spanish soccer teams and to host the final there of the Copa del Rey in two seasons.
The opposition wants to know if there was “some type of illicit enrichment”
The Andalusian branch of the Rubiales case opened another waterway for the Andalusian Government this Thursday. The case has exploded for the Junta de Andalucía just after the signing of its former Deputy Minister of Health by Asisa was revealed, a group to which it assigned contracts for 43.6 million euros by hand, as elDiario.es reported exclusively. Andalusia. Also in a few days in which it has been revealed that another senior Tourism official granted a discretionary sponsorship of 350,000 euros to the E-Sports team in which he was previously a manager, the Giants, and shortly after the Anti-Fraud Office concluded that there was incompatibility in the subsidies granted by the general director of Fisheries to a company of which he was a partner.
The Andalusian derivative of the Rubiales Case gave new ammunition to the left-wing opposition this Thursday, while Moreno’s Executive worked to plug the waterways.
Juan Espadas, general secretary of the PSOE-A, asked for explanations for the sponsorships, awards, relationships and agreement between the Board and the RFEF, venturing the possibility that the events held at the Cartuja could have represented “some type of enrichment illicit on the part of someone.” Espadas, who was mayor of Seville when the agreements were signed, pointed to the Junta de Andalucía for his majority position in the management company of the Cartuja and its status as sponsor of the events.
The PSOE revealed on Tuesday that the sponsorship contracts between the Junta de Andalucía (through the public company Turismo y Deporte) and the RFEF amounted to 12.9 million euros. Also, that the contracts for the renovation of the stadium were signed by José María Arrabal, president of the Cartuja stadium and also general secretary for Sports of the Junta de Andalucía without, according to the socialists, being made aware of them to the rest. of the board of directors
For his part, Antonio Sanz, advisor to the Presidency, insisted that the judicial investigation “is not about the Junta de Andalucía, but about the activities of the Federation.” The Andalusian Government, he insisted, “acts with transparency and has offered all the information that has been requested of us by the court and by the security forces that act as judicial police.” Likewise, he has proclaimed that the autonomous Administration “has nothing to hide” because “everything is transparent.”
