They consist of wheat flour dough stuffed with ground meat, onion, garlic and other spices. 
The dough is usually fried, but it can also be baked. 
Some variations include adding other ingredients, such as potatoes or cheese. 
Here is a basic recipe for making meat empanadas.

Ingredients

  • 2 cups of wheat flour

  • 1/2 cup warm water

  • 1/2 cup butter

  • 1/2 teaspoon of salt

  • 1/2 cup ground beef

  • 1/2 cup chopped onion

  • 2 minced garlic cloves

  • 1/2 cup chopped olives

  • 1/4 cup chopped parsley

  • 1 beaten egg (for brushing)

Directions

  • In a bowl, mix the wheat flour, warm water, butter and salt until it forms a homogeneous dough.
  • Wrap the dough in plastic wrap and place in the fridge for 30 minutes.
  • In a pan, sauté the ground beef, onion, garlic and olives until the meat is cooked. 
    Add parsley and mix well.
  • Let cool.
  • Preheat the oven to 180 degrees Celsius.
  • Roll out the dough on a lightly floured surface and cut into circles using a glass or cookie cutter.
  • Fill each dough circle with the meat filling and fold the dough into a half moon shape.
  • Press the edges with a fork to close them.
  • Brush the empanadas with beaten egg and bake for about 20 minutes or until golden and crispy.
  • Serve it hot.
