The reduction of the working day 37.5 hours will spend before the summer break its first test in Congress. That is at least the intention of the Ministry of Labor headed by Yolanda Díaz, who has advanced on Wednesday that his intention is that the debate of the entire law is celebrated before this period of sessions ends, that is, as late in July, when the lower house plans to summon at least an extraordinary plenary to vote some measures that the Government wants to have ready.

“There will be debate before the session period, this debate is going to be given,” said the second vice president at a press conference at the Ministry of Labor, which has requested discretion on parliamentary negotiations that are being “very positive,” as he valued before the questions of the journalists. “I want to thank all political formations, we cannot reveal anything, but they are being very positive,” he said.

The reduction of the day entered several weeks ago in Congress after the debate in the Council of Ministers. Although the negotiations are slow, mainly because of the pegas that Juns presents, Díaz wants to force the first debate to occur before August. It is difficult for the totality debate to occur this month, since there are only two plenary ones, but it could do it in July, a month that does not enter within the ordinary period but in which the lower house usually summons full to approve some pending initiatives.

In this first step, the deputies will have to discuss the amendments to the totality presented by the groups. They are amendments against the whole of the text and if they prosper the processing and force the government to start over. So far, no group has presented amendments of this type although Junts plans to do it as soon as the table decides to exhaust the deadlines to register them. Carles Puigdemont’s party has shown in public a strong opposition to the norm.

The control of the times of Congress is handled by the table, in which they have a PSOE and add majority. That organ usually extends the deadlines of amendments every Tuesday until there is some advance in the negotiations. But if Díaz’s intention is to force the law to advance, it is unlikely that the PSOE opposes. If he does, as happened recently with the seasonal rental law, adding could resort to the PP at the table to unlock. Although the logical thing is that since it is a law of the government that progressive majority facilitates the plans of the minister.

Meetings with PP and Junts next week

After these first meetings, Díaz will convene next week and the PP, if the agendas allow it, to also have a similar encounter with them. Although the Minister of Labor trusts the Catalan independentists to get the text, she has not stopped appealing to those of Alberto Núñez Feijóo to facilitate the processing of the reduction. Predictably there will also be a meeting next week with the mixed group in which Podemos is, that although it gives its approval to the text that came out of the government, it is very alert in case Junts introduces changes in the negotiation that may force their rejection.

In parallel, Díaz made a movement to send a message to the employer last week, which according to the work criteria is trying to boycott the processing of the reduction. The second vice president warned the businessmen that it could approve by decree the reform of the time registration, without the need to go through Congress. This leg of the reform of the reduction is one of the keys, according to the Ministry, which more disturb the employer.
