The UN Security Council approved a US resolution that reinforces the peace plan for the Gaza Strip presented by US President Donald Trump, which includes the deployment of an international force and a path to a future Palestinian state.
The text, which Washington described as “historic and constructive”, received this Monday (11/17) 13 votes in favor, with abstentions from Russia, China and no vetoes.
Israeli Prime Minister Benjamin Netanyahu said this Tuesday that the approval “will lead to peace” because it establishes “the total demilitarization, disarmament and de-radicalization” of the Palestinian territory. In a message published on X in English, Netanyahu congratulated Trump on the approval of the resolution.
The presidency of the Palestinian National Authority (ANP) celebrated the adoption and urged that it be implemented “immediately on the ground” to guarantee a return to normality in the enclave.
In a statement published by the official Palestinian news agency Wafa, the ANP – which governs in a limited way in the West Bank due to the Israeli occupation – highlights that the resolution establishes “the right of the Palestinian people to self-determination and the establishment of their independent state”.
“The State of Palestine reiterates its affirmation of being willing to fully assume its responsibilities in the Gaza Strip, within the scope of the unity of territory, people and institutions, considering the Strip an integral part of the State of Palestine”, he highlights.
China and Russia abstained
The resolution was approved with 13 votes in favor and abstentions from China and Russia. US Ambassador to the United Nations Mike Waltz stated that “the resolution represents another significant step that will allow Gaza to prosper and provide an environment that will allow Israel to live in security.”
The text, revised several times as a result of high-level negotiations, “endorses” President Trump’s plan, which made possible a fragile ceasefire between Israel and Hamas in the war-torn Palestinian territory.
Council and peace force
Much of the Gaza Strip was reduced to rubble after two years of fighting and bombing, triggered by Hamas’ attack on Israeli territory on October 7, 2023.
The peace plan authorizes the creation of an International Stabilization Force (IFE) that would work with Israel and Egypt, along with newly trained Palestinian police officers, to help secure border areas and demilitarize the Gaza Strip.
The FIE has a mandate to work on the “permanent disarmament of non-state armed groups”, protect civilians and guarantee humanitarian aid corridors.
It also authorizes the formation of a “Peace Council”, a transitional government body for Gaza – theoretically chaired by Trump – with a mandate until the end of 2027. The resolution also mentions a possible future Palestinian state.
Hamas: resolution “imposes guardianship” on the Gaza Strip
The resolution was rejected by the Islamic group Hamas, for whom disarmament is an “internal” matter and such a force should not take charge of it because, if it does, it will no longer be neutral.
Considered a terrorist organization by Israel and other countries, the radical Palestinian movement regretted the adoption of the resolution, stating that it “does not respond to the demands and rights” of Palestinians.
“The resolution imposes an international guardianship mechanism on the Gaza Strip, which our people, its forces and its members reject, and imposes a mechanism aimed at achieving Israel’s objectives,” Hamas stated in a press release.
