USA and Israel announce a 20 -point plan to end War in Gaza, but experts see dark horizon to solve two states
Amid months of violence and destruction in the Gaza Strip, a new chapter comes in the international diplomatic scenario. United States President Donald Trump and Israeli Prime Minister Benjamin Netanyahu announced in Washington that they came to an understanding around a 20-point plan prepared by the White House to end the war on Palestinian territory.
After the White House meeting, Trump classified the deal as “a historic day for peace.” However, the optimistic tone has been accompanied by a hard message: according to the US representative, if Hamas rejects the proposal, Netanyahu will have US support to “end the work of destroying Hamas threat,” he said at a news conference.

What provides for the 20 -point plan
Disclosure on Monday, the plan drawn by Washington foresees a set of immediate and structural measures. Among the central points is the promise that, within 72 hours after Israel’s acceptance, all Israeli prisoners are released – a condition highlighted by Al Jazeera.
The proposal also provides for the immediate termination of military operations and the freezing of current combat lines until it is possible to negotiate a gradual withdrawal. Hamas, in turn, would have to testify the weapons, while tunnels and weapons factories would be destroyed, according to the BBC.
Another sensitive point is Gaza’s governance after ceasefire. The document suggests the creation of a “technocratic and apolitical Palestinian Committee”, supervised by a provisional international body PEACE COUNCIL – Led by Trump himself. Former British Prime Minister Tony Blair was quoted as one of the names confirmed in this board, who should also count on other global leaders.
The White House has assured that Israel will not occupy or attach Gaza and that no Palestinian will be forced to leave the region. The plan also provides for UN direct supervision to coordinate emergency humanitarian aid and sending an “international force of stability”, possibly composed of Muslim countries in the region.
Divergent reactions
According to the Xinhua agency, Hamas received the proposal through mediators of Qatar and Egypt. A group delegation said he will study the document “with sincere intention” before announcing an official response.
The Palestinian authority, based in Ramallah, expressed receptivity to the plan, demonstrating willingness to “work with the United States, countries in the region and partners to end Gaza’s war through a comprehensive agreement,” as released by Palestinian agency Wafa and quoted by Al Jazeera. The Palestinian agency, however, required additional guarantees: local population protection, respect for ceasefire, safety for both parties, impediment of land attachment and forced to be shifted by Palestinians, as well as the suspension of unilateral measures that violate international law.
International support
The American proposal also received the backing of several regional powers. In a joint statement, Saudi Arabia Foreign Ministers, Jordan, United Arab Emirates, Indonesia, Pakistan, Turkey, Qatar and Egypt declared support for the plan. In the document, countries have reinforced the commitment to collaborate with the US to make a truce that guarantees unrestricted access to humanitarian aid in Gaza, the release of hostages, mutual security, the complete removal of Israeli forces, the reconstruction of the devastated territory and, above all, a path that leads to a fair solution based on the principle of two states.
Despite Washington’s tone of optimism, analysts warn that the two -state solution – seen by the international community as the only lasting way to peace between Israelis and Palestinians – follows away. Military climbing, the weakening of Palestinian institutions and the resistance of political sectors in Israel make the horizon even darker.
Analysis: a comprehensive but controversial plan
For the teacher Liu Zhongminfrom the Institute of Middle East Studies of the University of International Studies of Shanghai, the 20 -point plan proposed by the Trump administration is the result of forged negotiations and commitments as the Gaza war is approaching a possible final phase. In an interview with Global Timesthe academic explained that the initiative seeks to prevent conflict from extending indefinitely, balancing Israel’s strategic interests with aspects of the development project for Gaza previously presented by Trump.
According to Liu, the document significantly includes the central demands of Israel: the release of hostages, the disarmament of Hamas and the demilitarization of the Gaza Strip. However, he recalled that Tel Aviv still maintains as a maximum objective the complete elimination of the group.
The teacher also drew attention to the governance model proposed in the plan. In his assessment, the idea of an international transition agency that would supervise Gaza resembles the colonial style administration implemented by Britain during the Palestinian term in the early twentieth century. Such a structure warned Liu, could leave Gaza politically isolated for a long time, raising questions about legitimacy and autonomy.
The silence about the solution of two states
Another point of criticism highlighted by analysts is the explicit absence of the expression “two state solution” in the text of the plane. THE New York Times assessed that this omission tends to generate frustration among Palestinians, who may consider the possibility of national independence vague and distant. The US newspaper also recalled that Netanyahu has declared several times that it will not allow the creation of a Palestinian state, which reinforces skepticism around the future of Palestinian self-determination.
War still ongoing
Despite diplomatic negotiations, fighting in Gaza remains intense. The Israeli Parliament approved on Monday an additional package of 30.8 billion Shekels (about US $ 9.2 billion) To finance war -related expenses, expanding the ceiling of the public deficit amid the extension of military operations.
On the same day, Israel’s defense forces (IDF) announced that their air force has reached more than 140 targets in the Gaza Strip in just 24 hours. According to an official statement, these attacks aimed to fighters, buildings and infrastructure considered strategic by Hamas.
On the Palestinian side, the official agency Wafa reported that 50 people died and 184 were injured As a result of Israeli offensive in the same period, according to data released by Xinhua.
Uncertain future
For Liu Zhongmin, even with the new peace plan and the support of the international community to the idea of two states, the scenario remains discouraging. The expert noted that during the latest UN general assembly, several countries – including Western nations – reaffirmed recognition of Palestine and expressed support for the creation of a Palestinian state. Still, the goal seems distant.
“Palestinian territory is increasingly fragmented, with hundreds of thousands of residents of displaced Gaza as refugees. The land, the people and sovereignty of Palestine have already suffered serious damage due to Israeli actions,” said the teacher, not only the lasting peace of reconstruction and self -determination for the Palestinians.
While diplomats seek to consolidate a deal that Washington celebrates as a history, the reality on the ground shows a painful contrast: Gaza is still devastated, thousands of families are homeless and the dream of a slope state remains obscured by new walls and ancient distrust.
