A report by the Central Operating Unit (UCO) of the Civil Guard warned in 2021 that Cristóbal Montoro’s office had obtained legal modifications for gas companies and that they had even come to have access to the drafting of the General State Budgets before they were presented in Congress. The 2021 report, to which Eldiario.es has had access, is part of the summary on the investigation against economic team, Cristóbal Montoro’s office. The head of the Court of Instruction number 2 of Tarragona, Rubén Rus, raised this week the secret about that summary and agreed to the imputation of Montoro and 27 people, among which are several senior positions of the administration during the government of Mariano Rajoy.
The document written by the UCO agents indicates that “the content of the intervened emails highlights the hiring, at least twice, from the US by the gasistic gas agglutinated in Afgim, hiring to which they would have resorted to the alleged capacity of the dispatch to influence the government when urging and facilitate the legislative reforms pursued by said sector.
The agents state that the mediation of economic equipment would have been fundamental to change the criteria of the Treasury regarding the taxation of the gas sector: before its participation, the ministry did not want to reduce the tax, and only did it after the intervention of the Montoro office, who paid 312,180 euros: “A change of criteria by the Ministry of Finance in just nine months”. The UCO affects that none of the roads used before by the companies had prospered.
The agents point out that economic team intervenes again to reduce the tax of economic activities to these companies. The gas contacted the ministry to try to include the modification, but failed. There the Montoro’s office enters again to make efforts. Thus, in a meeting of the employer of the industrial gas companies (Afgim) it was reflected that there were difficulties at the end of 2017 to carry out the budgets for “the situation in Catalonia”, but it was clarified: “that does not take away to be certain that the draft includes the modification of the explanatory notes of the IAE, and proof of this is that the deputy director of local tax They had in relation to the writing proposal, which were clarified. ”

The report indicates that there was a direct communication channel between Afgim and the Ministry of Finance and that they achieved their goal of modifying the 2018 budgets: “All this after the EE -scene entry, who for the second time would have demonstrated to the gas their ability to intercede with the Ministry of Finance for the interests of Afgim.”
