The Prosecutor’s Office of Valencia is about to open a new judicial front in the political management of the DANA in which 228 people died who can put in trouble the president of the Generalitat, Carlos Mazón. The intrahistory of the filtration of the audio manipulated between the AEMET and emergencies of the Valencian Community and in which the State Meteorology Agency for the lack of diligence in the response on the Response on the day of the DANA directly indicates directly to the Palau de la Generalitat was responsible. For these maneuvers for winning the story, tricks and deceptions were used to journalists and, by extension, to public opinion.
On the afternoon of February 12, the Presidency of the Generalitat began to spread to several media an audio cut in which an Aemet technique was already listened to by the Generalitat emergency technique talking about the meteorological situation in Valencia on the day of the Dana. The manipulated recording ended with a phrase of the technique of the State Meteorology Agency in which at 12.08 of October 29 he said: “We are not going to dizzy with more notices.” Minutes after several newspapers published this edited audio, Carlos Mazón himself echoed the news on his social networks.
The news fell like a bomb on social networks and numerous positions of the PP began to spread it to President Mazón with attacks on Aemet and the Government of Spain. An hour after February 12 and trying to confirm the audio released by Presidency, eldiario.es could publish that Aemet informed the Generalitat at 13.26 on the day of the DANA of the start of “river floods”which made it suspect that the recording released by Presidency could be manipulated. In fact, weeks before, from the Presidency another cut audio had already disseminated, in this case of an internal meeting of the Júcar Hydrographic Confederation (CHJ), to accuse the CHJ of not notifying the floods of the Poyo ravine and the risk in the Forata dam. On that occasion, the media were also tried without success.
But the manipulated audio where Aemet was responsible for errors in the Dana reaction and having minimized the storm ran like gunpowder. Until almost last hour of the night of February 12, when the Cope chain hung on its website the full audio of the call. That recording, of which its origin is unknown, evidenced that Aemet’s technique said quite the opposite of what Carlos Mazón had assured in his networks. “At 15 hours the worst will begin,” said the technique of the State Meteorology Agency in the final part of the full audio published by Cope.
On February 13, early in the morning, the vast majority of the media published by the manipulated audio disseminated by the Presidency had to publish the full recording and modify the information they had erroneously offered. In a few weeks and in different audios, from the Palau de la Generalitat they had conditioned public opinion.
In the complaint filed by Aemet at the Valencia Prosecutor’s Office on March 17, the State Meteorology Agency claimed that it could not be the full audio filter, since it does not record the calls. It is the 112 of the Generalitat Valenciana the institution in charge of registering the conversations and which must guard its content, according to the law.
He then recalled that in accordance with the provisions of article 53 of Law 13/2010, of November 23, regarding the registration and access to the information of 112 Valencian Community, all the information related to the management of an emergency incident managed by 112 “will be made available to all the essential services involved, to the strict purposes of its management”. After the management of the emergency incident, the rule recounts, “only such information will be provided at the request of the judicial authority.” The aforementioned law adds that the recordings and records of the incidents managed by 112 Valencian Community “will be guarded for a maximum period of two years, except instruction different from the judicial authority.”
Therefore, and according to the complaint, that full audio could only leave the Generalitat emergency. How did it end in the Presidency of the Generalitat? Why did it end up being manipulated to offer a version contrary to the Real? Why was an edited and an original audio? Who edited the recording? Who filtered it first from emergencies and then from the Presidency, if that was the natural path that followed?
All these questions are what will try to answer an instruction court in case you accept the complaint of the Valencia Prosecutor’s Office. At the moment, the Public Ministry considers that there could be crime. It is not the first audiovisual document that comes out of emergencies and that tries to condition public opinion. Days after the Dana, an audio of Pilar Bernabé was leaked at the Integrated Operational Coordination Center (Cecopi). It is supposed, as the Generalitat has defended, which the meetings are not raised in the Cecopi.
