
The Government of Salvador Illa does not expect to start managing part of the IRPF until 2028. Thus it is recorded in the L’G Agència Tributària de Catalunya (ATC) plan, released this Thursday by the Ministry of Economy and Finance of the Generalitat. But it will not be until 2028, and through network work, that the ATC “will collaborate in the application of taxes and in the review of the acts, and will have the presence of visual identity in the communications and administrative acts aimed at the taxpayers. Romero emphasizes that in 2026 the Generalitat already “will win IRPF management elements”, but “we must move very slowly” and do it “with much of rigor”, because the Generalitat has no experience in the tax management of state taxes. “It is not a simple thing to say when the Generalitat can manage the IRPF at 100%,” said the counselor, who does not put a calendar to respect. “We are all aware, also ERC, of difficulties,” he says.
The ATC manages about 5,000 million euros in taxes and raising IRPF means managing about 30,000 million, while the state agency has about 1,500 computer scientists, for any of the ATC, Romero recalls. Beyond staff, technological elements are the touchstone of a successful transition.
Precisely, to prepare the growth of the Catalan hacienda, the Catalan Executive approved on July 22 appoint Santiago Ramon, until now IBM manager, as commissioner for the deployment of the Catalan hacienda.
