
It is hard to imagine a more vitiated political environment than the one that will involve this Friday to the Presidents Conference, the highest coordination body between the State and the Autonomous Communities and reference forum for the institutional interlocution of the country. After convening for just the conclave a demonstration in which the government is qualified as a “mafia”, the PP has threatened to almost the end with planting Pedro Sánchez and not going to the quote from Barcelona, chaired by the king. But the Executive shorted the boycott on Tuesday and assumed the set of issues demanded by the communities governed by the popular ones. And left without excuses to Genoa street.
“Everyone will be included, until the last coma in its absolute literalness,” confirmed the government spokeswoman, Pilar Alegría, to cut the controversy at the root. The Minister of Territorial Policy, Ángel Víctor Torres, exalted “the effort” of the Executive to keep the presidents conference alive, although he stressed “the difficulty” of addressing all the issues raised by “a matter of time.”
In the order of the final day, up to 14 different theme points are detailed, also differentiated in case the proposal is from the presidency of the Government or the Autonomous Communities. There is access to housing, financing of education, energy model, regional financing or structural immigration plan, raised by the Sánchez Executive.
And all the issues requested by the communities are included: immediate update of deliveries on account and withdrawal of the draft law of the debt forcononation; fight against occupation and inquiocupation; more security and technical investments in the networks of Electricity and Backup Energies to avoid a new blackout; border control and immigration policy; Investments in critical infrastructure to face rail chaos and ensure communications; deficit of health professionals and agency financing; and withdrawal of the projects of reform of the Judiciary and the Statute of the Fiscal Ministry.
On that long list of issues the expectations of reaching an agreement in the Moncloa, however, they are equivalent to zero. “36 hours after the conference they manifest to call us mafia and have threatened not to go. Desperate is absolute, but the simple fact of gathering is already good for institutionality,” said executive sources.
PP escapism maneuvers
The announcement of the call of the Presidents Conference occurred on May 14, the same week in which Feijóo announced a National Congress that gives him a second mandate at the head of the PP and a last attempt to unseat Pedro Sánchez. From the first moment, the PP used the appointment as a throwing weapon against the government. The Andalusian president, Juan Manuel Moreno, terminated it of “smoke curtain” to cover the publication of the wasaps between Sánchez and who was his Minister of Transportation, José Luis Ábalos. Some messages that have already disappeared from the main headlines.

Before, the barons of the PP had already raised the Government a series of issues to be addressed at the Barcelona meeting regardless of those raised by Sánchez. According to Feijóo’s party to some media, regional presidents wanted to address issues such as “squatting” or the electrical system, among other issues outside the autonomous powers. The Regulation of the Conference states that ten communities can join to include points in the agenda, but also indicates that these meetings must deal with matters that the legislation entrusts to the regions, either partially or totally.
The presidents of the PP formalized their requests on Monday by letter: eight new points among which the “Okupation” does not appear, yes housing, and others such as housing policy or the reforms of the Judicial Power and the Prosecutor’s Office. Initially, the government accepted some of these points, not all. And the PP raised the tone to slide the possibility of an approach that would be unpublished. This Tuesday, when Moncloa announced that all the requested will be addressed, the popular ones were left without arguments. Barcelona will not only attend central and regional governments, but also the Head of State. Felipe VI participates in the inaugural events of these events, also on the 6th.
Last April, the PP has already planted Félix Bolaños before a sector conference of Justice, but then the king was not present. The National Directorate of the PP, which in the morning did not dare to confirm or endorse that the regional presidents were to plant Sánchez, he did confirm in the afternoon that everyone will attend the quote in Barcelona.
The presidents of the PP will meet with Pedro Sánchez on Friday, and will demonstrate against him on Sunday in the concentration convened in the Plaza de España in Madrid. Feijóo announced that it will be a protest “without acronym”, in which they have summoned “people”, not parties, and who can attend voters from other parties, such as Vox or the PSOE.
But the only partners that today has the PP will not only go to Sunday’s protest, but reject it. “You can’t speak as Vox and act like the PSOE,” said Santiago Abascal last Sunday. The leader of the extreme right has raised the tone against those of Feijóo, whom he accuses of being complicit in Sánchez and agreeing with him. Abascal demands from Feijóo a total break with the government and with the PSOE, both in Spain and in Europe. An absolute bankruptcy like José María Aznar promoted in his party in the mid -90s of the last century in his struggle against Felipe González. A step that, for the moment, the leader of the PP does not seem willing to give.
