“Totally illegal”. This is how Myriam Bregman defined the decision of the Milei Government to enact both laws – approved by Congress after the presidential vetoes were rejected – without the necessary financing to execute them.
In the Official Gazette, the ruling party published both laws, but it did so by accompanying the measure with a formula that prevents its immediate execution: The regulations are promulgated “without prejudice to the provisions of Article 5 of Law 24,629”, which allows the implementation to be conditioned on the prior allocation of budget items. In practice, the promulgation is transformed into a empty advertisement: the law exists on paperbut the government declares that it will not comply until it decides how to finance it.
The maneuver was already described as a form of non-compliance by various specialists, who point out that, once a law is sanctioned and promulgated, it is not appropriate to leave its implementation to the interpretations of the Executive Branch. The official text replicates the same strategy that the government used to block the Emergency Disability lawand opens a new institutional conflict over respect for parliamentary decisions.
In their networks, Bregman harshly rejected the decreestating that the Constitution does not contemplate “one more instance of opinion” after the veto. In this framework, he called to mobilize to demand effective compliance with the laws approved by Congress.
This is totally illegal. The National Constitution does not give you another instance of opinion (after the veto).
We must return to the streets forcefully, so that they comply without excuses. https://t.co/DW4GKReCav— Myriam Bregman (@myriambregman) October 21, 2025
For its part, Nicolás del Caño described the government as a group of scammers, drug traffickers and bribes that systematically fails to comply with the laws that Congress approved thanks to the struggle of hundreds of thousands of people in the streets.
A government of scammers, drug traffickers and bribes that does not comply with the laws that we wrested from Congress with the struggle of hundreds of thousands in the streets. https://t.co/EUScF8e1ug

While political and social protest grows. The workers at the Garrahan Hospital They deepen the union response: They began a strike at 7 in the morning demanding the immediate application of the Pediatric Emergency Law and they denounced that the promise of the rule loses meaning if the Executive already anticipates that it will not apply it.
“We found out about the promulgation and the decree that proposes breaking the law while the strike in the hospital began. We are not surprised; we knew that the government was going to replicate in the Garrahan and in the University the same thing that it implemented in disability. This delay is not gratuitous: as the weeks go by, new resignations arrive and the problems in care multiply,” said Alejandro Lipcovich, general secretary of ATE Garrahan.
From the Internal Board of ATE Garrahan They announced a rally for today at 4 p.m. in Plaza de Mayoin coordination with teachers, university students and organizations that demand the real implementation of the measures. The organizations called for unity and demanded a forceful response from the union centers, urging them to call a large general strike to stop the Government’s ‘chainsaw’.
