“Dear Pilar. I don’t know if you know José María Rodríguez Abela. He is an auditor with the double specialty a little older than us […]. He is a good partner. ”This was the email that Manuel de Vicente Tutor, one of the economic team partners, the office founded by former Minister Cristóbal Montoro, sent Pilar Platero, formerly of the law firm in January 2012 and then Undersecretary of Budgets.
In that email, which is part of the summary of the Economic Equipment case, to which Eldiario.es has had access, Vicente Tutor proposes to Platero that Rodríguez Abela is the new delegate of Economics and Finance in Malaga. Platero values the proposal a day later and his appointment was published in the BOE on April 9.
The email denotes, according to the Mossos d’Esquadra, “the relationship, both personal and professional, by the economic team partners with the senior management of the administration”, which would be completed not only in the work of Lobby in favor of the interests of the companies, but even in the designation of positions by finger of the Executive.
Correos’s exchange shows Rodríguez Abela, an intervention official in the province, who sends his curriculum of Vicente Tutor for the post of Economy and Finance delegate in Malaga. That is, an official requests a management position in the public administration from a partner of a private office founded by the then Minister of Finance.
“I would like you to raise it, rather than as a particular interest, as a service interest: it has no economic advantages, if Morales, and it will give me personnel problems,” Rodríguez Abela reminds me in his request, which recalls a shared objective with Vicente Tutor: “contribute to the change and professionalization that the administration needs.”
That same message is the one that Vicente Tutor forwards to Gmail de Platero, while highlighting the “brilliant administrative career” of Rodríguez Abela and places him as a “magnificent candidate for the delegate position”. “You can ask for your references and you will be very good. It’s a very good partner and friend,” adds the partner of the Montoro firm.
The next day, Vicente Tutor receives the first response from Platero, who does not give off much enthusiasm: “Ok. I will inform myself.” After a month, on February 22, Platero accesses the proposal of his former office partner: “Manolo, I will start because I am going to cease the previous one. For now I do not tell him anything.”
For the Mossos d’Esquadra, the postage sequence is explicit: “It is significant that an official requires external personnel of the public administration in order to affect a high position.” The Catalan police find no other explanation than the “ancestry on public managers” of the ministry of Vicente Tutor as an economic team.
Platero, inspector of the Treasury and Auditor who already advised Montoro during his first stage with Aznar, held high positions during all the governments of Mariano Rajoy: Undersecretary of Budgets between 2011 and 2016 and subsequently president of the State Society of Industrial Participations (SEPI) until the motion of censure. It is currently part of the logist distributor. She was also a counselor and administrator of the Montoro Office until both returned to the Administration in 2011 and had, according to the judge, “one of the decisive charges” so that the laws under suspicion “collected the claims concerted with the gas.”
