The approval by the Chamber of Deputies of the Dosimetry PL gained prominence in the international media, which highlighted the possibility of reducing Jair Bolsonaro’s sentence and the climate of tension in Congress during the vote. The proposal was approved in the early hours of this Wednesday (10) by 291 votes in favor, 148 against and one abstention.

The text provides for the recalibration of the sentences imposed on those convicted of the anti-democratic acts of January 8, 2023 and the coup plot, including Bolsonaro — sentenced to 27 years and 3 months by the Federal Supreme Court (STF). If the project is sanctioned, he and other defendants could have their prison sentences reduced to between 2 and 4 years, depending on the release. The result ended up provoking strong internal criticism and repercussions outside the country.

In France, the daily Le Monde highlighted what it described as “chaos” during the vote in the Chamber — in particular the expulsion, by the parliamentary police, of deputy Glauber Braga (PSOL), who occupied the board of directors in protest. The report highlighted the dramatic nature of the session and the controversy over the removal of opposition members from the plenary.

In the United States, The Washington Post drew attention to the fact that the project benefits not only common criminals, but also the former president convicted of leading the coup attempt. The article pointed out that, although the text has passed through the Chamber, it will still face a vote in the Federal Senate and could be vetoed by President Luiz Inácio Lula da Silva (PT).

In Germany, the Deutsche Welle (DW) portal emphasized the sensitive moment: the vote takes place just a few weeks after Bolsonaro begins serving his sentence. The text assesses that the measure represents a significant turnaround in the effort to hold those involved in the 2023 attacks accountable.

Internally, the PL’s processing reignited political polarization. Deputies from the PT and the left denounced a “disguised amnesty attempt” and claim that approval weakens accountability mechanisms in the country. The rapporteur — Paulinho da Força (Solidariedade-SP) — defended the project as a “gesture of national reconciliation”, stating that the reduction of the sentence would serve to pacify Brazil.

The proposal now goes to the Senate, where the president of the House, Davi Alcolumbre (União Brasil-AP), guaranteed that the vote will take place in 2025.
