Indian company announces plan to install sovereign data centers in Bahia thanks to BRICS partnership

The Indian company Excellence AI announced an investment plan for the implementation of sovereign data centers in Bahia, an initiative that aims to strengthen Brazilian technological autonomy and transform the state into a strategic hub for digital infrastructure in Latin America. The announcement was made by the company’s founder and CEO, retired colonel Pawan Joshu, to the governor of Bahia, Jerônimo Rodrigues, during the Brazil-India Business Forum held on February 21, in New Delhi.

According to the proposal, the project envisages the creation of a national cloud infrastructure with high standards of security and resilience, capable of storing sensitive data under Brazilian jurisdiction. A detailed presentation of the plan must be made to the president of the Bahia Investe agency, Paulo Guimarães, in March, when technical, financial and regulatory aspects will be discussed.

The initiative is the result of a partnership with the BRICS Forum International and one of its objectives is to reduce Brazil’s dependence on foreign providers of digital services. According to the company, the designed structure should expand the ability to respond to cyber threats and guarantee greater national control over strategic data flows.

Among the central axes of the project is the full compliance with the General Data Protection Law (LGPD), in addition to the adoption of advanced cybersecurity architecture and the preparation of centers for artificial intelligence applications. The plan also provides for compliance with international ethical and regulatory standards related to the use of emerging technologies.

Another highlighted component is energy sustainability. The proposal includes the priority use of renewable sources, taking advantage of the solar and wind potential of the Bahian territory. The strategy seeks to align digital infrastructure with global environmental goals, reducing the carbon footprint of operations and reinforcing the state’s attractiveness for international investments.

Excellence AI states that the goal is to transform Bahia into a regional technology hub, offering cloud services, data processing and artificial intelligence-based solutions to companies and governments in Latin America. The structure will also be able to provide digital disaster recovery services and regional data hosting, expanding the capacity to serve multinational organizations.

The project includes the generation of qualified jobs in areas such as data science, cybersecurity and software development. Professional training and local technical training initiatives are planned, in addition to programs to encourage startups and strengthen innovation ecosystems in the state. The company also signaled that it intends to support actions aimed at digital inclusion in remote regions, encouraging remote work and technological education.

The proposal is aligned with the “Brazil-India Digital Partnership for the Future”, officially launched on February 21, 2026 through a joint declaration between the governments of the two countries. The bilateral agreement establishes cooperation in areas considered strategic, such as digital identity, electronic payments, data sharing, artificial intelligence and the development of digital public infrastructures.

Among the objectives of the partnership are the creation of centers of excellence in technology in Brazil, the implementation of pilot projects in sectors such as education, climate, agriculture and professional qualification, in addition to the joint development of advanced technological solutions. The document also provides for permanent dialogue on digital governance, data protection, high-performance computing, semiconductors, blockchain and new generation telecommunications.

The coordination of these initiatives will be the responsibility of the ministries of Foreign Affairs of Brazil and India, with the participation of government institutions, private companies, universities and technical experts. Cooperation in digital security will continue to be conducted within the existing Bilateral Cybersecurity Dialogue between the two nations.

In the coming weeks, technical consultations should begin with state authorities, representatives of the technology sector and possible institutional partners to define the regulatory modeling and implementation schedule for the data centers. The initial stage includes feasibility studies, energy infrastructure analysis and international connectivity assessment.

If implemented, the investment could represent one of the largest digital infrastructure projects ever planned for the Brazilian Northeast. Experts assess that initiatives of this type have the potential to boost local production chains, attract global technology companies and increase the country’s competitiveness in an international scenario increasingly dependent on data processing and artificial intelligence.

The announcement comes at a time of intensification of South-South cooperation and growing geopolitical dispute for technological autonomy. In this context, digital sovereignty projects have been considered strategic by governments and companies seeking greater control over their critical infrastructures and informational assets.
