The plan aims to put an immediate end to the war if Hamas accepts the proposal

US President Donald Trump revealed a 20-point plan on Monday to end Israeli genocide in Gaza. The White House released the full text of the plan moments before Trump gave a press conference with Israeli Prime Minister Benjamin Netanyahu.

Middle East Eye published the full text of the plan:

1. Gaza will be a terrorism free zone that will not represent a threat to their neighbors.

2. Gaza will be rebuilt for the benefit of the people of Gaza, who has suffered more than enough.

3. If both sides agree with this proposal, the war will end immediately. The Israeli forces will retreat to the agreed line to prepare for the liberation of hostages. During this period, all military operations, including air and artillery bombing, will be suspended, and the battle lines will remain frozen until the conditions for complete and gradual withdrawal are gathered.

4. Within 72 hours after Israel publicly accepts this agreement, all hostages, alive and dead, will be returned.

5. Once all hostages are released, Israel will free 250 prisoners sentenced to life imprisonment, as well as 1,700 residents of Gaza who were arrested after October 7, 2023, including all women and children detained in that context. For each Israeli hostage whose remains are released, Israel will free the remains of 15 deceased Gaza residents.

6 As soon as all hostages are returned, members of Hamas who commit themselves to peaceful coexistence and dismantle their weapons will receive amnesty. Hamas members wishing to leave Gaza will receive safe passage to receiving countries.

7. After accepting this agreement, all help will be sent immediately to the Gaza Strip. At least, the amounts of help will be consistent with what was included in the January 19, 2025 agreement on humanitarian aid, including infrastructure rehabilitation (water, electricity, sewage), the rehabilitation of hospitals and bakeries and the entry of equipment needed to remove rubble and open roads.

8. Distribution entry and aids in the Gaza Strip will occur without interference from both parties, through the United Nations and their agencies, and the Red Crescent, as well as other international institutions not in any way to either party. The opening of Rafah’s passage in both directions will be subject to the same mechanism implemented in the January 19, 2025 agreement.

9. Gaza will be governed under the temporary transient governance of a technocratic and apolitic Palestinian committee, responsible for the daily administration of public services and municipalities to the population of Gaza. This committee will consist of qualified Palestinians and international experts, supervising and supervising by a new international transition agency, the “Peace Council”, which will be led and chaired by President Donald J. Trump, with other members and heads of state to be announced, including former Prime Minister Tony Blair. This body will establish the structure and administer the financing for the reconstruction of Gaza until the Palestinian Authority completes its reform program, as outlined in several proposals, including President Trump’s peace plan in 2020 and the Saudi-Francesa proposal, and can resume Gaza control safely and effectively. This body will use the best international standards to create a modern and efficient governance that serves the population of Gaza and is conducive to attracting investments.

10. A Trump Economic Development Plan to reconstruct and energize Gaza will be created by calling a panel of experts who helped give rise to some of the prosperous modern and miraculous cities of the Middle East. Many weighted investment proposals and interesting development ideas have been prepared by well-meaning international groups and will be considered to synthesize the safety and governance structures necessary to attract and facilitate these investments that will create jobs, opportunities, and hope for the future of Gaza.

11. A special economic zone will be established with preferred rates and access rates to be negotiated with participating countries.

12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and return. We will encourage people to stay and offer them the opportunity to build a better Gaza.

13. Hamas and other factions agree to have no role in the Gaza governance, direct, indirect or in any way. All military, terrorist and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include the permanent deactivation of weapons through an agreed process of decommissioning, supported by an internationally funded repurchase and reintegration program, all verified by independent monitors. New Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbors.

14. A guarantee will be provided by regional partners to ensure that Hamas and factions fulfill their obligations and that Nova Gaza does not represent any threat to their neighbors or their people.

15. The United States will work with Arab and international partners to develop a temporary international stabilization force (ISF) to be immediately implemented in Gaza. ISF will train and support the Palestinian police forces in Gaza, which have already been evaluated, and consult Jordan and Egypt, which have extensive experience in this area. This force will be the long -term internal security solution. ISF will work with Israel and Egypt to help protect border areas along with newly trained Palestinian police forces. It is essential to prevent gaza ammunition from entering and facilitating fast and safe flow of goods to reconstruct and revitalize Gaza. A conflict resolution mechanism will be agreed between the parties.

16. Israel will not occupy or attach Gaza. As Israeli security forces (FSI) establish control and stability, the Israeli armed forces will withdraw based on demilitarization standards, milestones and deadlines, which will be agreed between the Israeli armed forces, the FSI, the guaranteers and the United States, with the purpose of a safe gaza that no longer represents a threat to Israel, to Israel Egypt or their citizens. 20. The United States will establish a dialogue between Israel and the Palestinians to reach an agreement on a political horizon for a peaceful and prosperous coexistence.
