Not only the Autonomous Television à Punt took images and ambient sound of the meeting of the Integrated Operational Coordination Center (Cecopi) on October 29, Dana catastrophic day that left 228 mortal victims (one of them pregnant eight months). A camera at the service of the Valencian Safety and Emergency Response Agency (AVSRE) of the Generalitat, uniformed with the official red vest of the department, also recorded images of the key meeting for the instruction of the case investigating the judge of the Dana. The Emergency Coordination Center is subcontracted to a producer that supplies the audiovisual support service of the interventions requesting. The camera operator, as Eldiario.es has learned, recorded that afternoon resources from the Cecopi meeting and even some previous interventions of the firefighters, in addition to the appearance of President Carlos Mazón after his late arrival in L’Eliana. The audiovisual material, as usual in this type of operations, was delivered to the Generalitat, as confirmed by a knowledgeable source of the facts consulted by Eldiario.es: “It was something historical.” The spokesman of the Department of Emergency, directed by Juan Carlos Valderrama, has not answered the messages or calls of this newspaper.
The images captured by the audiovisual emergency service complement those that à Punt recorded (distributed to the rest of the media without sound). These are key evidence for the case, according to the absence of an official recording of the meeting, a “lack of documentation” that the judge openly regrets in her cars. The raw images captured to the alimon by à Punt and by the emergency chamber are the longest sound testimony of the Cecopi: six minutes in the case of the regional chain. Until now, only a recording of just over a minute made by the Chief of Climatology of the Aemet, José Ángel Núñez (proves that the magistrate endorsed as “fully lawful”).
The same audiovisual producer has provided emergency service for four years. First it was hired in 2021 directly by AVSRE. The following year, the Valencian Society of Integral Emergency Services Management (SGISE), a controlled public company, supervised and coordinated by AVSRE, assumed the award of the service, which was last extended on June 17. The technical assistance contracted with the producer, according to the documentation consulted by this newspaper, covers the audiovisual production “permanently for the recording and reporting of events and interventions” and includes the recording and editing of video and the transmission with file transfer protocol (FTP) of reception and shipments of the material. Exactly like a television camera. The producer is also responsible for the maintenance of the “audiovisual archive” of the SGISE.
It is a team with availability 24 hours a day 365 days a year for “real services that happen unexpectedly”, such as forest fires or floods. The camera operator has a maximum time of one hour to join and is in charge of video recordings, statements, interviews and voice cuts and “attention to media that are persecuted in the place of the service.”
The winning company, a well -known producer from Castelló, is forced to “periodically” the public company of the Generalitat the “totality” of the audiovisual material, both edited and raw. All the videos made by the team are “owned by the SGISE, who can reproduce them, publish and disseminate them, totally or partially.” In addition, public society can request “all or part of the archived material.”
