Xi -led conference challenges the current Global Order led by the US, receiving 20 leaders, including Putin from Russia and Modi from India

Chinese President Xi Jinping presented his view on Monday to a new global economic and security order to prioritize the “global south” in a direct challenge to the United States during a summit that included leaders from Russia and India.

“We must continue to take a clear position against hegemonism and the policy of power, and to practice true multilateralism,” Xi said in a veiled criticism of the United States and the tariff policies of President Donald Trump.

“Global governance has come to a new crossroads,” he added.

Xi was receiving more than 20 non-western leaders in a summit in the Chinese port city of Tianjin for the Shanghai Cooperation Organization, an initiative supported by China that gained a new moment with the presence of Russian President Vladimir Putin and Indian Prime Minister Narendra Modi.

In an image created to convey a climate of solidarity, Putin and Modi were shown hand in hand as they walked happily toward Xi before the opening of the summit. The three men were shoulder, laughing and surrounded by interpreters.

“It’s hard to tell if the scene has been choreographed or improvised, but it really doesn’t matter,” wrote Eric Olander, editor-in-chief of The China-Global South Project, a research agency.

“If the US President and his acolytes thought they could use tariffs to press China, India or Russia to submit, this (meeting) says the opposite.”

After the summit, Modi shared a pitch with Putin in the Russian leader’s shielded limo on his way to the bilateral meeting.

“Conversations with him are always enlightening,” Modi wrote X. At the bilateral meeting, Putin went to Modi in Russian as “Dear Mr. Prime Minister, dear friend.”

China and India are Russia’s largest gross oil buyers, the world’s second largest exporter. Trump imposed additional India rates on shopping, but not China.

Little known outside the region, OCS, based in Beijing, was formed over two decades as a regional security block. China, Russia and four Central Asian states are founding members. India joined in 2017.

XI has not established any concrete measure in what he called the “global governance initiative” – the latest in a series of Beijing’s political structures aimed at promoting China’s leadership and challenging US dominated international organizations that took shape after World War II.

Previously, Xi also pressured for what he described as a more inclusive economic globalization amid Trump’s tariff policies, promoting the “megaascal market” and the economic opportunity of OCS.

‘New Stability System’

Putin, whose country narrowed economic and security ties with China amid the consequences of war in Ukraine, said OCS had revived “genuine multilateralism” with increasingly used national coins in mutual agreements.

“This, in turn, establishes the political and socioeconomic bases for the formation of a new system of stability and safety in Eurasia,” said Putin.

“This security system, unlike Eurocentric and Euro-atlantic models, would genuinely consider the interests of a wide range of countries, would be truly balanced and not allow a country to guarantee its own security at the expense of others.”

Xi called for the creation of a new OCS development bank, which would be a big step toward the block’s old aspiration to develop an alternative payment system that surrounds the US dollar and the power of US sanctions.

Beijing will provide 2 billion yuans ($ 280 million) in free aid to the Member States this year and 10 billion Yuans on loans to an OCS bank consortium.

China will also build an OCS artificial intelligence cooperation center, which are also invited to participate in China’s lunar research station, Xi added.

Beijing took the summit as an opportunity to strengthen ties with New Delhi. Modi, who visits China for the first time in seven years, and Xi agreed on Sunday that their countries are partner of development, not rivals, and discussed ways to improve trade.

Separately, Xi will preside over a large military parade on Wednesday in Beijing, where it should be accompanied by Putin and North Korean leader Kim Jong Un.

The parade – to celebrate the 80th anniversary of Japan’s surrender in World War II – will present China’s latest military technology in a demonstration of strength that, according to analysts, will aim to intimidate and deter rivals.
