The judge of the National Court investigating the Koldo case, Ismael Moreno, has released with precautionary measures to the two high positions of transport accused of rigging public works for the plot: Isabel Pardo de Vera, former president of Adif, and Javier Herrero, former director general of roads. The magistrate attributes to the two several crimes of bribery, criminal organization and influence peddling and withdraws their passport after both have denied irregularities in the award of public works.

The magistrate, who investigates the part of the cause that does not directly affect the former minister José Luis Ábalos charged in the Supreme Court, understands that there is evidence that Pardo de Vera and Herrero did ribbon public hiring to favor companies that later, supposedly, paid bite to Koldo García and the rest of the plot. From Pardo de Vera affirms in his car that “he would have participated, recurringly, at the request of Koldo García Izaguirre to different construction companies for the allegedly fraudulent obtaining, of public works contracts.” The car cites act and lift.

The judge even states that behind this ability to grant public works contracts was “the interest” that both Santos Cerdán and Koldo García showed in “promoting” Pardo de Vera “to the position of Secretary of State”, which did not occur. It also attributes to Pardo de Vera a “decisive participation” in the hiring of the ex -partner of José Luis Ábalos, then Minister, in the public companies INECO and Tragsatec, where it is investigated if it came to work effectively.

Judge Moreno cites, above all, the conversations and messages intervened to Koldo García in the registration of his home, documentation that accumulates a dozen data teras. Also to keep imputed and remove the passport to the former general director of Roads. The judge emphasizes, as in the case of Pardo de Vera, that the “intercessions” that Herrero made in favor of the plot in some works to favor builders resulted in a real interest in Koldo García and Santos Cerdán to “give him a position of greater responsibility.”

The two have appeared on Monday as charged at the National Court and have denied having participated in the Amaño Awards of Public Works or knowing the existence of a network of illegal commissions, aiming above all at the pressure exerted by Koldo García as the right hand of the minister. The magistrate, as requested by the Prosecutor’s Office, has removed the passport from both and forbidden them to leave Spain, thus maintaining their imputation.
