The PP will reinforce its hardest speech at the XXI National Congress to be held this weekend in Madrid. Alberto Núñez Feijóo has revealed who will be his main referents: Miguel Tellado, general secretary; Ester Muñoz, spokesman in Congress. Although there are some important positions to be revealed (such as the continuity or not of Borja Sémper as spokesman for the party), Feijóo bets on the most extreme wing for the final offensive against the coalition government and before the Vox rebound. “The country needs height policies,” Tellado said after being promoted. “Government of Puteros y Corruptos,” Muñoz replied to the media.
The PP has entered the days before the XXII National, Extraordinary Congress, and Feijóo has begun to reveal some of its most relevant decisions. Monday was the farewell of Cuca Gamarra as ‘number two’ of the party, although the Rioja, an example of political survival, will remain in the management committee at the head of the portfolios of the interior, defense and justice.
Tellado’s progression was given for days ago in the PP, although many housed the hope that Feijóo would do a more political than organic congress. That is, more focused on proposals than in internal changes. Others thought that, in addition, the “politically correct” indicated that Feijóo had to keep a woman as their ‘number two’.
Ester Muñoz had also confirmed as an emerging star since 2024 and in the PP many predicted for her a relevant role in the Feijóo team. In recent months, it has been adding minutes of television and radio, parliamentary interventions and press conferences at the national headquarters to the detriment of Sémper. In recent days, there were those who have been neighboring that the Guipuzcoan could leave his post.
The changes announced by Feijóo (there are to see those that are missing) do not leave much space for political conjecture. Tellado and Muñoz are two hard profiles. Very hard. The until now parliamentary spokesman was the author of one of those phrases that seem to survive over time, on account of the amnesty law and the fiasco of his boss of rows: “For allowing this humiliation I think I should leave this country in a trunk Pedro Sánchez himself.”
Then he was still vice secretary of organization. Because Tellado was always the organic manager of the PP of Feijóo. Both in Galicia and after their landing in Madrid. Only the brief space in which he has occupied the Congress spokesman has lifted his view of internal issues. And not quite.
Although it seemed yes, Tellado’s speech summit was still far. That phrase, pronounced in 2023, has given way to more serious ones. In his last interventions in the press room of the Congress, Feijóo’s next ‘number two’ called the government president “outlaw.” According to the Dictionary of the Academy, a “offender who is out of town, fleeing justice.”
Tellado has labeled the socialist leader as “autocrat”, and he has had no remilge in attacking Pedro Sánchez’s family. He previously raised the deployment of the Navy in Atlantic waters to prevent the arrival of migrants to the Canary Coasts, although he did not explain how the Spanish military should proceed to do so. He also announced a law to illegalize ERC, Junts and even the PNV, all defenders of the right to self -determination.
Since she is spokesman for the PP, she has starred in the Congress continuous Broncas with the president, Francina Armengol, and her usual substitute, Alfonso Rodríguez Gómez de Celis, whom she shouted “mafia” from the seat for a decision with which he was not satisfied.
The guideline marked for parliamentary sessions has been that of continuous anger, kicking, insult on the contrary over the low. The rumble in the popular bench is scheduled and is part of a strategy that will continue despite the relief of the spokesperson. As they said a few weeks ago to this medium from the direction of the parliamentary group, “it is an essential figure within this war in which some live happy.”
And everything indicates that Ester Muñoz meets the requirements to be that “figure.” With more political experience than it might seem because of its age and for having been away from state media foci, the Leon deputy has stood out since their landing in the direction of the PP as one of the toughest spokesmen. His is the phrase: “It is one hundred times more damage than a woman allows them to use it to bleach machismo than an errejón Íñigo or a man Ábalos.”
This same Wednesday, after the announcement of his rise, Muñoz confirmed continuity with Tellado’s strategy. “The only urgent measure to take is to take corruption and prostitution in the Government of Spain from Spain,” he said in his first intervention before the media. He also lashed out at adding because, he said, “despite being in a government with corrupt or pourters they remain with an official car, in the carpet.”

But Muñoz also held Wednesday that the PP will not change its relationship with the PNV or Juns, the two games that Feijóo has tried to attract these years for a motion of censure that seems more and more difficult. “Relationships are not going to vary,” he said. “Yesterday Tellado called the groups to see if they continue to hold a government of pourters and corrupt. I am not surprised that they will continue supporting them,” he settled.
The reality is that Tellado only made a call, to the PNV and to ask to recover the relations that he himself has dynamited throughout the legislature. The rest of the groups did not wait to tell them that ‘no’ or the courtesy message that referred them before their press conference with the sole objective of being able to say before the cameras that the contacts that Feijóo mandated via Twitter had already begun.

But in the same interview in which Feijóo announced the appointments, the PP leader slid another idea about Junts. “To the Lord [Carles] Puigdemont is doing well with Sánchez? “He asked rhetorically.” Is it doing well for her electoral interest? Tellado’s rise aims to increase Feijóo’s control over the party, and Muñoz’s choice, maintain the same opposition line as until now. Because the surveys smile at the PP, but not enough to scare away the ghosts of the 23J, when the right -wing leaders went from distributing ministries to see how four deputies were missing to achieve power.
Since the end of 2024, Vox has rebounded on surveys with the impact of the Dana de Valencia and the breakdown of autonomous governments by immigration policy as the main levers. The rise of the extreme right in Europe, and figures such as Donald Trump or Javier Milei amplify the ultra message that fly those of Santiago Abascal, who recently said “in many schools corruption of minors is practiced.” When a reporter of the TVE program ‘bad languages’ he re -asked about it, the Vox leader said that, when they govern, they will close the program.
From outside the governments, and with a scarce activity by its leader, Vox continues to mark the PP agenda when he wants. This same week, a simple abascal tweet of just 27 words knocked down a decision announced by the government of the Region of Murcia, to whose front is Fernando López Miras. In a glow of the famous words of Juan Carlos de Borbón when he was still king, the counselor Conchita Ruiz tweeted “will not happen again” when announcing that he would meet the ultras demands.
The latest democopic data suggest that Vox could continue to be essential for Feijóo after an upcoming electoral appointment, which moves away other possible partners. Although the division that is cooked on the left side of the board does not invite to think of a scenario similar to that of the 23J, the leader of the PP has insisted a lot that he wants to govern alone and with specific agreements that may well include other nationalist rights, or what at the time were other nationalist rights, such as Junts or PNV.
The internal data handled by the PP raised some doubts about Feijóo. In Madrid, for example, Isabel Díaz Ayuso is around 50% in vote estimation for 41% of Feijóo. A decalage that would explain why Vox resists or increases its projection.
In the PP they believe that by the center and the moderate right the votes will fall alone on account of the scandals that shake the government. But they are worried about the extreme flank. Tellado and Muñoz are in charge of plugging it.
