Cooperation between countries advances in defense, science and climate, with emphasis on sovereignty and combating environmental crimes

President Luiz Inacio Lula da Silva made on Wednesday (5) a statement to the press during his state visit to France, highlighting the resumption of approximation between the two countries after 13 years without a Brazilian presidential visit to the French territory. Accompanied by President Emmanuel Macron, Lula stressed advances in bilateral cooperation in areas such as defense, environment, commerce and combating organized crime.

Lula recalled that the last visit of a Brazilian head of state to France occurred in 2012 and that since then some strands of the relationship had weakened. “The first step to change this reality was President Macron’s historic visit to Brazil last year. My presence here consolidates this rapprochement,” he said.

President Macron received my entourage with hospitality that only a great friend can offer.

This state visit is the first that a Brazilian agent makes to France in 13 years.

Some aspects of the bilateral relationship have weakened during this period, such as political dialogue and trade.

The first step in changing this reality was President Macron’s historic visit to Brazil last year.

My presence here in Paris consolidates this rapprochement.

There could be no more symbolic day to accomplish this purpose.

Today, June 5, we celebrate World Environment Day.

At the meeting we had this morning, we discussed a large bilateral agenda.

We reviewed the advances in the implementation of the action plan signed in 2024.

The more 20 instruments signed today reflect the diversity and density of our relationship.

Brazil has developed with France important bilateral projects in cutting -edge areas, such as the geostationary satellite of communications and the Santos Dumont supercomputer.

The submarine development program is the largest defense cooperation initiative ever undertaken by our country.

Its legacy is to guarantee Brazilian sovereignty about our vast sea space and build one of the most modern shipyards in the world in Itaguaí, Rio de Janeiro.

We want to launch a new stage in the partnership that brought to Itajubá, Minas Gerais, the only helicopter factory in the southern hemisphere.

We are discussing a new order of aircraft to provide the Brazilian government with means to combat crime and face natural disasters more effectively.

As neighbors who share extensive Amazonian frontier, we bet on the benefits of integration.

The “Franco-Brazilian Center for Amazonian Biodiversity”, which we reactivate in 2024, will finance joint research later this year.

The end of the distinctive regime of visas is a longtime claim to facilitate regular traffic between Amapá and French Guiana.

This will promote tourism and trade in transfronist communities.

Integrating also implies coordinating efforts to combat trafficking, illegal mining and deforestation.

This is the spirit of the agreement signed today by the Federal Police and its French counterpart.

The fight against organized crime also motivates my visit to Interpol’s headquarters in Lyon.

First directed by a Brazilian, the organization is key in multilateral efforts to confront transnational illicit, especially drug trafficking and the exploitation of children and adolescents.

I emphasized President Macron that bilateral exchange does not match the wingspan of our strategic partnership.

In the commercial level, it is not possible that the amounts recorded in 2024 ($ 9 billion) are lower than those observed in 2012.

The business event we will hold tomorrow is a step to correct this, attract more investments and integrate productive chains.

I explained to President Macron my conviction about the strategic role of the partnership between Mercosur and the European Union.

This is the best response our regions can give to the scenario of uncertainty created by the return of unilateralism and tariff protectionism.

Defending the multilateral climate regime is another shared priority.

COP30 marks the ten years of the Paris Agreement and brings France and Brazil closer to the fight against global warming.

Today we have signed two acts that will strengthen low -carbon hydrogen cooperation and maritime decarbonization.

My participation in the United Nations Conference on the Ocean in Nice will emphasize the importance of seas as climate regulators and sources of biodiversity.

Maritime biomes demand the same level of attention and commitment as tropical forests.

It’s time to keep the promises we made to the planet and future generations.

By November, all countries are expected to present their new certainly certain contributions, with carbon emissions reduction goals by 2035.

Brazil is committed to a reduction between 59% and 67% of emissions, covering all greenhouse gases and all sectors of the economy.

Without mobilizing $ 1.3 trillion to facing climate change, we risk creating a climate apartheid.

The United Nations complete 80 years suffering from a serious deficit of legitimacy and effectiveness.

Wars in Ukraine and Gaza, the situation in Haiti and so many other forgotten crises show that UN Security Council reform is unavoidable.

As President Macron recently said, recognizing the Palestinian state is a moral duty and a political requirement.

Brazil was one of the first countries in Latin America to do so.

All of these conflicts consume valuable resources for development.

The global alliance against hunger and poverty, launched by Brazil within the G20 last year, wants to reverse this logic and put human life again at the center of the international agenda.

I know we can count on France. In 2025, we completed 200 years of bilateral relationships with a look for the future.

This joint construction involves the deepening of ties and the exchange between our societies.

This is the purpose of updating the cultural cooperation agreement signed by Minister Margareth Menezes.

It is also the spirit of the hundreds of events that occur in France and Brazil, since April, in the context of cross -cultural days, that President Macron and I decided to launch last year.

Expensive friend macron,

This date is also a sad milestone for those who fight the environment and indigenous peoples.

Three years ago, Bruno Pereira and Dom Phillips, two giants in the defense of the Amazon, were cowardly murdered.

Brazil and UNESCO decided to honor them by baptizing with their names the investigative journalism bags on information integrity and climate change.

Two weeks ago we lost genius Sebastião Salgado, one of the largest photographers in the world. His camera portrayed the suffering of the oppressed and served as the conscience of all humanity.

The best way to honor them is to ensure that their struggles were not in vain and ensure that we will remain firm in defense of democracy, peace and sustainable development.

Thank you very much.
