
The investigation committee of the blackout last Monday has sent this Thursday “in writing” new requests aimed at the agents of the electricity sector to complete the reconstruction of the incident, “also asking for information about the previous hours and those referred to the replacement process”, according to sources of the Ministry for Ecological Transition and Demographic Challenge.
“It has received much of the information initially requested from the system agents” but “given the technical complexity for obtaining certain data there are some that are still being collected by the agents.”
The third vice president, Sara Aagesen, has met this Thursday with Cani Fernández, the president of the National Markets and Competition Commission (CNMC), which is part of that committee, and will meet tomorrow with her counterugal counterpart.
Next Saturday, the Analysis Committee will meet again, this time at the Electric Red of Spain (REE) headquarters, operator of the electrical system, whose dependencies will visit this Thursday the Secretary of State for Energy, Joan Groizard.
The government thus makes new information requirements to the sector to try to clarify the causes of the very serious energy crisis last Monday, on whose causes there is still no explanation. Several hypotheses are considered, of a “fortuitous” failure to the participation of an “external agent.”
The committee created to clarify the causes of the blackout was announced last Tuesday by the president of the Government, Pedro Sánchez, to “reach the bottom of this matter”, adopt the “necessary measures” and undertake the appropriate reforms so that “it does not happen again” such a situation, as well as to “demand the relevant responsibilities to all private operators.”
That newly created body, which held its first meeting last Wednesday at the organic transition headquarters and of which it is not part of Ree (whose largest shareholder is the State with 20%), is chaired by the department of AAGESEN and composed of several ministries, the CNMC, an agency responsible for the supervision of the energy sector, and various public bodies.
Among its members are military such as Vice Admiral Javier Roca Rivero, Commander of the Joint Cyberspace Command, and Javier Candau, Head of the Cybersecurity Department of the National Cryptological Center, which depends on the National Intelligence Center (CNI).
This Thursday, the European Association of Entso-E network managers, to which Ree or the Portuguese Ren belongs, has announced the creation of the implementation of a panel of experts to investigate the blackout, as stated in European legislation “for such a serious and exceptional incident”. Entso-e has congratulated the Iberian Network Managers for the “fast and complete” replacement of the service, with the “support and collaboration” of their counterparts in France and Morocco.
