Egyptian alternative to Trump’s “Riviera de Gaza” should cost $ 53 billion and take five years. Unlike the American Plan, Egyptian proposal will allow Palestinians to remain in their lands.

Leaders of the Arab League of Nations endorsed an extraordinary meeting in Cairo on Tuesday (04/03) an Egyptian proposal for the reconstruction of the Gaza Strip after the end of the war between Israel and the Islamist Hamas group, which devastated the Palestinian round.

Egyptian President Abdel Fattah Al-Sissi presented to other leaders a five-year plan to reconstruct Gaza with estimated costs of $ 53 billion (R $ 331 billion), and aimed at allowing Palestinians to remain in their land. The proposal emerges as a counterpoint to the United States plan to create a “Middle East Riviera” in Gaza.

“There will be no real peace without establishing a Palestinian state,” Sissi said at the opening of the summit. “Peace will not come by force and cannot be imposed.”

The announcement occurs amid a stalemate in negotiations on the second phase of the ceasefire agreement between Israel and Hamas. In order for the truce to move on, Israel demanded the disarmament of Hamas, something the Islamist group called the “Red Line.”

The Israeli Ministry of abroad said on Tuesday that discussions and support received at Cairo “did not address the reality of the situation.”

Reconstruction under Palestinian organ “independent”

According to the scratch of the 112 -page document to which they had access to DPA and Reuters news agencies, an early phase of six months of recovery would focus on the removal of rubble and the installation of temporary housing at a cost of about $ 3 billion.

For the first phase itself, the plan foresees the construction of 200,000 housing units in Gaza over a period of two years. A second stage will see another 200,000 houses. By 2030, the plan foresees hundreds of thousands of new houses housing up to 3 million people, as well as an airport, industrial zones, hotels and parks.

Sissi said a “independent” Palestinian agency would manage Gaza under the reconstruction plan. Palestinian President Mahmoud Abbas said the Palestinian Authority – a group led by him that governs part of the occupied Whell – would be prepared to play a role in the future administration of the enclave.

UN and EU support Egyptian proposals

The Egyptian plan received the support of the United Nations and the European Union (EU).

At the Cairo summit, UN Secretary-General António Guterres said that he “strongly supports” the initiative led by the Arabs. “The UN is ready to fully cooperate in this effort,” he said.

The president of the European Council, António Costa, also praised the Egyptian initiative, saying that she “gives hope to millions of Palestinians in Gaza, West Bank and abroad” that “the terrible suffering we all witness in the last year and a half” can finally end.

Any financing for the reconstruction of Gaza would need a great adhesion from the Persian Gulf Rich States, such as the United Arab Emirates (EAU) and Saudi Arabia, and none of these countries support Hamas.

The Islamist group also welcomed the Egyptian proposal. “We expect an effective Arab role that will end the humanitarian tragedy created by the occupation in the Gaza Strip […] and frustrate the plans of occupation [israelense] moving [os palestinos]”Hamas said in a statement.

Although the total extent of damage will only be known when international inspectors have full access to the Gaza Strip, the UN estimated, using satellite data, which almost 70% of all Gaza structures were damaged or destroyed. This includes over 245,000 houses.

Another UN estimate says the war covered Gaza with more than 50 million tons of rubble.

Reaction to Trump’s plan

The plans discussed by the Arab League aim to establish a counterpoint to the controversial idea of US President Donald Trump of taking possession of Gaza and rebuilding it in his own way after “reassuring” about two million Palestinians in neighboring Arab countries.

Trump even posted a video produced by artificial intelligence showing Gaza transformed into the “Riviera of the Middle East,” a plan praised as “visionary and innovative” by Israeli Prime Minister Benjamin Netanyahu, which generated indignation in the Middle East and other regions.

During the summit, Syria’s interim president, Ahmed Al-Sharaa-who attended his first meeting since the overthrow of dictator Bashar Al-Assad regime almost three months ago-called Trump’s proposals for “a very large crime that can’t happen.”

Sissi, however, said that the American can still help to bring peace to the region. “I am sure that Trump is able to do this in the midst of our true desire to end tensions and hostilities,” he said. In post after the summit, the Egyptian leader said he would welcome any proposals from the international community and was eager to work with Trump.

The spokesman for the US National Security Council, Brian Hughes, said the White House welcomes the contributions of the Arab nations, but insisted that Hamas should not remain in power.

“President Trump made it clear that Hamas cannot continue to rule Gaza,” said Hughes. “Although the president keeps his bold vision to Gaza in the postwar, he welcomes contributions from our Arab partners in the region.”
